Independence Day Programme : Honourable Chief Minister Dr Raman Singh's message to public , Police Parade Ground, Raipur

Today we are celebrating 70th anniversary of Independence Day. First of all, I pay tribute to those martyrs, for who took protection of their motherland as their biggest responsibility and sacrificed their lives to secure our future. I salute all those great personalities, who dedicated their lives for development of the country.

Brothers and Sisters, the vision and brave decisions of Prime Minister Mr. Narendra Modi have created an extraordinary environment of enthusiasim, dutifulness and new records. Indians take pride in various achievements of their nation. Even the ones living in abroad are taking pride of their Indian origin. Right from new mineral policy to launch of 106 satelites simultaneously, India has got new records of success in every sector. It is a new era of development in public interest and national interest. Strong measures of Reform, Good Governance and Transperancy are the theme of this new era. Prime Minister has already announced the strategy and vision for year 2022, regarding how the new face of India will look like when its citizens will be celebrating the 75th anniversary of Independence Day. On the 75th anniversary of 'Quit India Movement', Mr. Modi has announced 'Sankalp Se Siddhi' (resolution to fulfillment). Let us all take pledge that we will made India clean, poverty-free, corruption-free, terrorism-free, communalism-free and castiesm-free country.

Gem of India Sardar Vallabh Bhai Patel had paved the way for political integration of the country through mergence of territories. Likewise, Prime Minister Mr. Modi has turned the dream of economic integration of the country come true by implementing GST. In Chhattisgarh, we have already started with our participation by removing transport naka with immediate effect. Celebrating the birth centenary of Pt Deendayal Upadhyay, a special scheme has been started in Chhattisgarh state, under which we will make welfare schemes for weaker section of society accessible to the each and every one.

For the first time in last seven decades, a time-bound roadmap has been created for doubling the income of farmers by year 2022, under which more than 43 lakh farmers have been provided 'soil health card' for test of the soil samples. Five districts and one development block in each 22 district has been selected for organic farming. 782 agriculture equipment centres have also been established. Under 'Per Drop More Crop' campaign, big farmers are being provided 50 per cent subsidy and marginal farmers are being provided 70 per cent subsidy. Along with production and distribution of certified seeds, 17 vegetable seedling production units have also been established. Under 'Blue Revolution' for fishery, 50 per cent subsidy is being provided.

State Government has decided to merge District Cooperative banks with Chhattisgarh State Cooperative Bank to provide benefits of modern banking services to farmers. This year, a historical target of distributing Rs 38 hundred crores of zero-interest agriculture loans has been set, which is the proof of continuous economic empowerment of the farmers in state. Chhattisgarh is also the top ranking state of the country in distribution of Ru-Pay KCC cards to farmers. In Chhattisgarh, Ru-Pay KCC cards have been distributed to more than 10 lakh farmers, using which farmers can withdraw money from any bank of any place.

Our system of paddy procurement at support price from farmers has been appreciated at national-level.  This year nearly 70 lakh metric tons of paddy has been procured from 13 lakh 28 thousand farmers and Rs 10 thousand 317 crores has been has been transferred to their bank accounts through cashless method, as payments against procurement. Farmers are being provided free electricity of up to 7500 units. State Government has set the target of distributing 51 thousand solar pumps, under Saur Sujala Yojana, to the farms where providing electricity connection through conventional method is not possible. Till date, 12 thousand farmers have been benefited under the scheme.

Pradhan Mantri Fasal Beema Yojana has turned out to be a boon for the farmers. In kharif 2016, insurance of 23 lakh hectare land of more than 14 lakh farmers has been done, out of which 95 thousand farmers have been paid insurance claim of Rs 126 crore. Horticulture crops have also been covered under this scheme.

For convenience of rural population and farmers, Lok Seva Kendra has been established in all the tehsils. In addition, new arrangements have been made to provide computerized copy of land records with digital signature any time any where for free of cost. Revenue courts have been made online.

To provide sufficient irrigation facility to farmers, State Government has set the target expand irrigated area to 32 lakh hectares, against which irrigation capacity of 20 lakh 52 thousand hectare irrigation capacity has been already created. For the first time under 'Lakshya Bhagirathi', irrigation capacity in nearly one lakh 2 thousand hectare has been successfully developed within short span of one year. This year 107 incomplete schemes were completed. Work under 45 small irrigation schemes is in progress.

We are continually strengthening the Panchayat Raj system. This year, 'Janpad Panchayat Vikas Nidhi Yojana' has been started, under which every Janpad Panchayat will be provided annual grant of Rs 50 lakh. Regional training institutes in six districts, district panchayat resource centre in 21 districts and block panchayat resource centres in 146 janpads have been established.

Pradhan Mantri Gram Sadak Yojana has accelerated the development of rural areas. Under this scheme, construction of more than 2200kms of new roads has been approved. Existing roads will be widened from 3.75 m to 5.5 m. This year the credit of winning national awards for excellent works goes to Dhamtari and Sukma Jila Panchayat and Temri Gram Panchayat of Durg district.

Having one's own house is not only a dream of every individual but is also an important medium of ensuring security of the family. Under Pradhan Mantri Aawas Yojana, there is a target of building 2.5 lakh houses in 168 urban bodies of state, out of which construction of 40 thousand 870 houses has already begun. State has the target of building nearly 6.25 lakh houses in rural areas, out of which construction of four lakh 40 thousand houses is in progress and construction of 20 thousand houses has been completed.

It is a matter of pride that Dhamtari district has secured the first position in the cleanliness survey done in 681 districts of the country. 14 thousand 805 villages, 8 thousand 454 panchayats, 100 janpad panchayats, 78 urban bodies have been declared 'open-defecation free'. Ambikapur's Public Participation Model for Cleanliness has won national award. Other urban bodies have also started adopting this model. With your kind support, we will achieve the goal of cleanliness by October 2, 2018, one year earlier than other states.

In the memory of Freedom Fighters and pride of tribal community Amar Shaheed Veer Narayan Singh and Veer Gundadhur, a magnificent memorial and museum will be constructed in Jagdalpur, so that upcoming generations may take inspiration from their stories and sacrifices.

In the development of scheduled caste and tribe, education is the top-most priority. Under the new initiatives, scholarships for students living in hostels, ashrams, and residential institutes has been increased to Rs 900 per month. Hostels-ashram buildings will be constructed at 52 places and examination training centres will be constructed in Kabeerdham and Narayanpur. Considering the huge success of 'Prayas' residential schools, the number of seats has been increased from 1700 to 3620. Now admissions will be provided in standard 9th instead of standard 11th.

To stop the interference of middlemen in the trade of minor forest produce, state government has made the arrangements to procure tamarind, chiraunji-guthli, mahua seeds, lac and sal seeds at 'support price'. Chhattisgarh also ranks first in distribution of forest land rights certificates to people of scheduled tribes and other traditional forest dwellers. Continuity of Sarguja, Bastar and Scheduled Caste Development Authorities is the live evidence of its productivity and usefulness. 81 new bank branches or ATMs have been opened in naxal-affected areas, which will help in development activities of this region. Under Pradhan Mantri Adarsh Gram Yojana, development of 175 scheduled caste populated villages is in prograess. Special scheme has been launched for the events on birth anniversary of Baba Saheb Dr Bheemrao Ambedkar.

We have established institutes at wide-level to provide healthcare services to each and every citizen of state. Chhattisgarh is the first state to provide free medical treatment facility to each family of state through 'smart cards'. 'Chief Minister Medical Fellowship Programme' has been launched to meet the demand of doctors in hospitals of remote tribal and naxal-affected areas of state. More than 30 thousand patients are being provided free nutritious food under 'Mukhyamantri Kshay Poshan Yojana'. Under 'Chief Minister Child-Diabetes Scheme', free insulin will be distributed. Facility of sickle cell test will be provided in every village, aangabnadi centres, and development blocks regularly.

'One-stop Centre- Sakhi' has been established in all the districts of state to provide immediate help to women in crisis. 'Sanskar Abhiyan' has also been launched to smoothly conduct activities in six thousand aanganbadi centres of state. Chhattisgarh is the leading state to implement ISNIP project for use of information technology in aanganbadi centres, and Rs 6 crore 40 lakh has been awarded to the state for this achievement.

Under 'Shuchita Yojana', separate machines for vending of sanitary napkins and for disposal of napkins after use has been provided in more than two thousand government schools. Under 'Mahtari Jatan Yojana', more than 1.5 lakh pregnant women are provided freshly cooked and nutritious food in aanganbadi centres. After successful implementation of Maternity Support Scheme in three districts, this scheme will now be implemented in the entire stste, under which financial aid of Rs five thousand is deposited in the account of mothers after delivery of first alive baby. Among all the revoluntionary decisions taken after independence for improving lives of women, the most important has been the decision of providing them smoke-free kitchen. As per this initiative of Prime Minister, we have decided to benefit 35 lakh households. Till date, we have provided gas connection, double burner stove and filled gas cylinder to nearly 13 lakh families.

Making consistent efforts in the field of education, we have established sufficient number of schools of all levels. Moreover, we are also nearing the status of 100% admissions. Dropout rate has also declined significantly. We are entering the third year of 'Dr APJ Abdul Kalam Education Quality Campaign'. For the first time in history, Jawahar Navoday Schools will be opened simultaneously in 11 districts, so as to provide residential schooling facility to talented children in rural areas of all the districts of state.

Mukhyamantri Akshar Samman Yojana and Mukhyamantri Shahri Saksharta Karyakram are two of the major initiatives towards achieving 100% literacy in state. State Literacy Mission Authority, State Resource Centre and Sarguja district has been awarded National Award this year.

Experiments to improve quality of higher education have also turned out to be successful. Nearly 3.75 lakh students have been benefited by online admission facility. New subjects at graduation and post-graduation-level have been introduced in 50 colleges. DCA course has been started in 20 colleges to promote computer education. Campuses are being made clean and well-furnished through 'Panchmukhi Vikas Karyakram'.

Chhattisgarh is actually the hub of energetic youth. Our youngsters are educated, sensitive, hard-working, dedicated, aware and equipped with entrepreneurial skill. To promote young talent of state, we have focused our efforts on making education campuses well-furnished and have also paid attention to every aspect of their career. We made the law of right to skill development for the first time in the country, as a result of which 3 lakh 62 thousand youth availed skill development training and got better employment opportunities. Participation of youth of state in discussion for drafting of new youth policy and new sports policy was ensured. Soon these policies will be finalized and implemented.

As per the announcement of Prime Minister for formation of New India, Raipur has begun to take the shape of 'Smart City'. Bilaspur and Naya Raipur have also been selected under 'Smart City Mission'. Projects worth more than Rs 1700 crore are being conducted in Raipur, Durg, Bhilai, Rajnandgaon, Bilaspurm Raigarh, Korba, Ambikapur and Jagdalpur, under 'Mission Amrit'. Toll free number 'Nidaan 1100' is available in all the urban bodies for immediate redressal of complaints related to public services.

To establish the identity of Chhattisgarh as Energy Capital of the country, more than 800 substations, 1.11 lakh distribution transformers, and more than two lakh two thousand kms of transmission-distribution lines have been established. The chapter of highest capacity electricity network of 400 KV has also started in state. Central Power Research Institute is being established in Naya Raipur for quality examination of goods used in power sector.

Promoting clean energy, State Government has illuminated 1827 villages and majra tola using solar energy. Solar pumps for drinking water have been installed and 300 solar water purification plants have been established in more than 4000 hamlets. More than 30 solar cold storages have been established for storage of forest produce and agriculture produce. New Solar Energy Policy is being implemented, under which 'rooftop solar power plant is being encouraged through Mukhyamantri Grah Jyoti Yojana.

Chhattisgarh is the leading state in facilitating action of mines through electronic system and in a transperant manner. District Mineral Trust has been constrituted in all the districts, through which more than Rs one thousand crore will be utilized for all-round development of areas affected by mining activities. Mines Online Portal has also been started for all-round management of mines and minerals. Development of roads, railway and air connectivity of mining-affected areas has been given top priority under Mineral Development Fund.

Road, railway, airway, and tele- connectivity is been expanded in state at an accelerated pace. Special drive has been launched to link district headquarters via all-weather roads and bridges. Construction of roads of 8thousand km at the cost of Rs 29 thousand crore is in progress. Development of 546kms of railway lines in state is also in progress.

Expansion of airport in Raipur is being done as per international-standards. Airports are also being developed in Jagdalpur, Ambikapur and Raigarh. Construction of air-strips in Dantewada, Bijapur and Balrampur, helipad in each district, fuel stations in Bastar and Sarguja and other such works is in progress for expansion of aviation services in state.

Bastar Net Project has been started with the objective of making Information Highway of Bastar Division. Under this project, the work of laying optical fibre cables has been completed up to 125 kms. Under 'Sanchar Kranti Yojana' 45 lakh smart phones will be distributed to BPL families and college students. This will pave the way for establishing 1500 mobile towers across the state. 'Jansamvad' Project has been started to provide benefits of various schemes to citizens in effective matter. Under this project, integrated database of citizens will be prepared and through citizen call centres, people will be contacted and feedback on various schemes will be taken for evaluation.

Industrial Development is believed to be the result of constructive policies of state. Chhattisgarh has once again secured fourth position in terms of 'Ease of Doing Business'. Special package has been started to encourage start-up units. Under Pradhan Mantri Mudra Yojana, loan of more than 4 thousand crores has been provided in 2 lakh 33 thousand bank accounts. Schemes of establishing EMF in Naya Raipur, Engineering Park in Bhilai, Food Park in Dhamtari, is in progress. Chhattisgarh is constantly receiving proposals for industrial investment, which shows that Chhattisgarh is the land of immense opportunities.

Under the new initiative of Labour Welfare, Pt Deendayal Upadhyay Shram Ann Sahayata Yojana will be started, under which freshly cooked food will be made available in centres at nominal rate of Rs 5. Bootlegging has been strictly prohibited in the state, which has significantly reduced the number of road accidents. I am grateful to people of state for their cooperation in prohibition of bootlegging in state.

We have taken every possible measure for pollution control. This year plantation of 8 crore saplings is in progress through public participation.

Anti-national and anti-development activities of Naxalites to hamper internal security of India and democracy, is being fought with determination of security forces and support of local public. Once again I would like to thank Government of India for the guidance and support in our fight against naxalites. In year 2017, 299 naxalites surrendered and 599 were arrested by security forces. I salute martyrs of our security forces, who lost their life while braving the violent naxal attacks. The state and the nation will never forget their sacrifice.

Brothers and Sisters, because of your hard work, dedication, patriotism and state's innovation, projects and public welfare schemes, Chhattisgarh has successfully created its identity as an ideal state. I believe that our collective efforts will accelerate the progress of Chhattisgarh and make it more prosperous.
